In other words, is the Elitopaths' control so complete that everything that is apparently exposed just another element of the Matrix designed for their ultimate agenda?

"The Elite" does indeed show you only what you want to see, and nothing important to itself. "They" try to claim that the "elite" is a bunch of hicks currently holding office, but it's wrong. They are concerned with current power while the elite are looking towards the future. They control the schools and news and "high culture", controlling what is accepted as "fact". When the current generation is grown up, they will have total control. Not just a majority, but a monopoly through thought control.
