Bush is definitely too stupid to pull of 9/11. He's just their conduit to the white house, a means to an end, riding on Daddy's coat tails. Bush Sr and Cheney, however are more than qualified.

Bush Sr. went out of his way to make sure we didn't go to Bagdad in the first Gulf war. He even convinced Israel not to strike back after the scud attacks. He let Saddam have Helicopters to go after the Kurds.

He was buddies with Saddam for a while wasn't he? I can't see Sr being left out of the loop, especially with his son being such an ignorant pawn for Cheney.
