It's Tim Russert talking to the President of Something Something Parish... and he thanks the Governor of Louisiana for her efforts, talked about how the communications were cut, and how they placed guards to protect them. That Walmart sent water, and were turned away, and then told a story about a woman in a nursing home, who called her son, and asked, "Are you coming?", he said, "Tuesday", she called again, "Are you coming?", he said, "Wednesday", the same Thursday, and then Friday she drowned. He burst into tears.
