President Vladimir Putin signed a law that prohibits the use of access technologies to blocked sites in Russia (the so-called anonymizers). The document is published on the portal of legal information.

The draft law was introduced in early June by deputies of three parliamentary factions: Maxim Kudryavtsev (ER), Nikolai Ryzhak (SR) and Alexander Yushchenko (CPRF). The authors of the document stated that there is no statutory prohibition to use technologies that allow access to information resources blocked in Russia.

The law establishes a ban on the use of information systems and programs to gain access to Internet resources, access to which is limited in Russia. At the same time, it is proposed to give access to the owners of such networks and programs to the information resource of Roskomnadzor, which contains information on sites subject to restrictions.

The mechanism for prohibiting access to information resources on the basis of decisions of Roskomnadzor is being implemented with a view to preventing the occurrence of harmful consequences from the use of "means of circumvention of blockages" and does not exclude the possibility of subsequent appeal of such decisions in court.

The document also introduces a ban on search engine operators for issuing links to Russia on blocked resources. For the search operators to implement this ban also invited to provide them access to the registry of prohibited sites Roskomnadzor. The head of the State Duma's information policy committee, Leonid Levin, earlier stressed that the law on anonymizers is not aimed at introducing new bans for law-abiding citizens. He noted that it was exclusively about prohibiting the use of services for access to illegal content. In addition, the document made an exception for encrypting networks of legal entities that use these services for corporate purposes.

The document also implies the abolition of the bloggers' registry. Since August 1, 2014 in Russia came into force the law, according to which sites with a attendance of more than three thousand users per day should be included in the relevant registry, which is maintained by Roskomnadzor. According to Levin, the abolition of the bloggers' registry is a timely measure, since in connection with the development of technologies such a register "lost its significance."
