Interesting ...but I'm not too sure about making that leap across 'the 9/11 cavern of the unknown'. I don't doubt insurance companies 'end run around' the law in order to do business at a profit ...but to manufacture such a large scale "claims scheme" would be very hard to pull off without being able to predict the extent of collateral reprecussions and still stay 'financially righted'. Case in point ... fire fighters..police officers...and other 1st responders are having a hard time getting the proper care they need from their insurance companies to handle medical issues and costs related to those afflictions.
