I agree exactly that it is an intentional ploy to frame the 9/11 debate as "incompetence" versus official story (ignorance of the "failures"). They needed to obviously blame someone, but they realized that they would also be blamed. And the best way to handle it would be to try and divert the blame away from the most sensitive targets like the Pentagon, NORAD, Dick Cheney, and other, unknown conspirators.

As explained, the hijackers were not "lucky". They were "lucky" a thousand times. Once people start to realize this, the official story evaperates under it's sheer implausibility.
