    July 16, 2001: British Spy Agencies Warn Al-Qaeda Is in The Final Stages of Attack in the West
    British spy agencies send a report to British Prime Minister Tony Blair and other top officials warning that al-Qaeda is in “the final stages” of preparing an attack in the West. The prediction is “based on intelligence gleaned not just from [British intelligence] but also from US agencies, including the CIA and the National Security Agency,” which cooperate with the British. “The contents of the July 16 warning would have been passed to the Americans, Whitehall sources confirmed.” The report states there is “an acute awareness” that the attack is “a very serious threat.” [London Times, 6/14/2002]

    Early September 2001: Bin Laden’s Intercepted Phone Calls Discuss an Operation in the US Around 9/11 Date
    According to British inside sources, “shortly before September 11,” bin Laden contacts an associate thought to be in Pakistan. The conversation refers to an incident that will take place in the US on, or around 9/11, and discusses possible repercussions. In another conversation, bin Laden contacts an associate thought to be in Afghanistan. They discuss the scale and effect of a forthcoming operation; bin Laden praises his colleague for his part in the planning. Neither conversation specifically mentions the WTC or Pentagon, but investigators have no doubt the 9/11 attacks were being discussed. The British government has obliquely made reference to these intercepts: “There is evidence of a very specific nature relating to the guilt of bin Laden and his associates that is too sensitive to release.” These intercepts will not be made public in British Prime Minister Tony Blair’s presentation of al-Qaeda’s guilt because “releasing full details could compromise the source or method of the intercepts.” [Sunday Times (London), 10/7/2001]

    September 10, 2001: Intelligence Intercepts Show Al-Qaeda Agents Ordered to Return to Afghanistan by This Date
    In a major post-9/11 speech, British Prime Minister Tony Blair will claim that “shortly before September 11, bin Laden told associates that he had a major operation against America under preparation, [and] a range of people were warned to return back to Afghanistan because of action on or around September 11.” His claims will come from a British document of telephone intercepts and interrogations revealing al-Qaeda orders to return to Afghanistan by September 10. [CNN, 10/4/2001; Time, 10/5/2001] However, Blair may have the direction incorrect, since would-be hijacker Ramzi bin al-Shibh later will claim that he is the one who passes to bin Laden the date the attacks will happen and warns others to evacuate.     September 20, 2001: Bush to Blair: After Afghanistan, ‘We Must Come Back to Iraq’
    British Prime Minister Tony Blair meets with President George Bush at the White House. During dinner that night, also attended by Colin Powell, Condoleezza Rice, and British ambassador Sir Christopher Meyer, Blair tells Bush that he wants to concentrate on ousting the Taliban in Afghanistan. Bush replies, “I agree with you Tony. We must deal with this first. But when we have dealt with Afghanistan, we must come back to Iraq.” Blair says nothing to disagree.     September 30-October 4, 2001: Tony Blair Claims Seeing ‘Incontrovertible Evidence’ of Bin Laden’s Responsibility for 9/11
    British Prime Minister Tony Blair says, “I have seen absolutely powerful incontrovertible evidence of [Osama bin Laden’s] link to the events of the 11th of September.” However, he says that because “much of this evidence comes to us from sensitive sources, from intelligence sources,” there is a question over how much of it can be made public. [BBC, 9/30/2001; Daily Telegraph, 10/1/2001] Three days later, the two British opposition leaders meet for a 45-minute confidential briefing with Blair, where he shows them this evidence. Following this briefing, Liberal Democrat leader Charles Kennedy says he now accepts there is “compelling evidence” of Bin Laden’s guilt. [Daily Telegraph, 10/4/2001; Guardian, 10/4/2001] Blair refers to the evidence he has seen on October 4, 2001, when he presents to Parliament a paper indicating that al-Qaeda is responsible for 9/11 (see October 4, 2001), but again he says that because of sensitivity issues, “It is not possible without compromising people or security to release precise details.” [CNN, 10/4/2001]

    October 4, 2001: Blair Presents Case for Al-Qaeda 9/11 Involvement
    British Prime Minister Tony Blair publicly presents a paper containing evidence that al-Qaeda is responsible for the 9/11 attacks. [Los Angeles Times, 10/4/2001; Los Angeles Times, 10/5/2001] Secretary of State Powell and other US officials had promised on September 23 that the US would present a paper containing such evidence. [Los Angeles Times, 9/24/2001] However, the US paper is never released (see September 23, 2001). Apparently, the British paper is meant to serve as a substitute. [New Yorker, 5/27/2002] It begins, “This document does not purport to provide a prosecutable case against Osama bin Laden in a court of law.” Nevertheless, it continues, “on the basis of all the information available [Her Majesty’s Government] is confident of its conclusions as expressed in this document.” [BBC, 10/4/2001] In his speech, Blair claims, “One of bin Laden’s closest lieutenants has said clearly that he helped with the planning of the September 11 attacks and admitted the involvement of the al-Qaeda organization” and that “there is other intelligence, we cannot disclose, of an even more direct nature indicating guilt” of al-Qaeda in the attacks. [CNN, 10/4/2001; Time, 10/5/2001] There has been no confirmation or details since of these claims. Even though most of the evidence in the British paper comes from the US, pre-attack warnings, such as the August 6, 2001 memo (see August 6, 2001) to Bush titled “Bin Laden Determined to Strike in US,” are not included. In fact, Blair’s paper states, “incorrectly, that no such information had been available before the attacks: ‘After 11 September we learned that, not long before, bin Laden had indicated he was about to launch a major attack on America.’” [New Yorker, 5/27/2002]

    October 4, 2001: Blair Says 9/11 Hijacker Played ‘Key Role’ in Embassy Bombings
    In a key speech about al-Qaeda’s responsibility for the 9/11 attacks, British Prime Minister Tony Blair says that one of the hijackers played a “key role” in the 1998 African embassy bombings (see August 7, 1998). Though he doesn’t specify which one, he does say the individual was one of the three hijackers who were quickly identified after 9/11 as known al-Qaeda associates (see 9:53 p.m. September 11, 2001) and someone who had also played an important role in the USS Cole attacks (see October 14-Late November, 2000). [UK Prime Minister, 10/4/2001] Blair’s description of this hijacker as being involved in the USS Cole and African Embassy attacks strongly suggests the person he is referring to is Khalid Almihdhar. Almihdhar allegedly had a hand in the Cole attack (see Early October 2001) and had links to one of the captured embassy bombers, Mohamed al-Owhali. Before the Cole attacks, al-Owhali stayed at an al-Qaeda communications hub in Yemen run by Almihdhar’s father-in-law (see February 2001 and After). Additionally, al-Owhali met an al-Qaeda operative in Pakistan by the name of Khalid, although this may have been Khallad (aka Tawfiq bin Attash), or even Khalid Shaikh Mohammed.     October 20, 2001: Bin Laden Allegedly Confesses to 9/11 Involvement in Unreleased Video
    A video is allegedly shot on this day of Osama bin Laden saying that al-Qaeda “instigated” the 9/11 attacks, and that 9/11 “was revenge for our people killed in Palestine and Iraq.” [Washington Post, 11/14/2001] He also supposedly claims responsibility for an unspecified terrorist attack in Riyadh, Saudi Arabia. The existence of this video is first revealed by the Daily Telegraph on November 11, in an article which will say the video was not made for public release via the Al Jazeera television network, but has been circulating for 14 days among bin Laden’s supporters. The Telegraph will claim it obtained access to the footage in the Middle East. [Daily Telegraph, 11/11/2001] On November 14, Tony Blair will refer to the video in a speech before the House of Commons and claim, “The intelligence material now leaves no doubt whatever of the guilt of bin Laden and his associates.” [CNN, 11/14/2001; UK Prime Minister, 11/14/2001] Yet the British government will say it does not have a copy of the video, only information about it from intelligence sources. [Washington Post, 11/14/2001] This video is different to a tape released in December by the US, in which bin Laden again seems to confirm his role in 9/11 (see December 13, 2001). [Washington Post, 12/9/2001] The Daily Telegraph will note that in four previous post-9/11 videos, bin Laden has always denied responsibility for the attacks. [Daily Telegraph, 11/11/2001]

    November 2001-January 2002: Western Leaders Promise Aid to Afghanistan
    In a series of multinational conferences held to discuss the future of Afghanistan, Western leaders make great pledges and promises to Afghanistan. For instance British Prime Minster Tony Blair says, “We will not walk away from Afghanistan, as the outside world has done so many times before.” [Observer, 5/25/2003] President Bush says, “The Afghan people will know the generosity of America and its allies.” [Guardian, 9/20/2003] US Secretary of State Colin Powell says, “[We] have an enormous obligation—not only the United States, but the whole international community—an enormous obligation to not leave the Afghan people in the lurch, to not walk away as has been done in the past.… We cannot wait; we must act as fast as we can. We must act as soon as possible.” [New York Times, 11/20/2001] In a January 2002 donor conference, countries around the world pledge $4.5 billion to aid Afghanistan. [Christian Science Monitor, 11/19/2002] However, new Afghan leader Hamid Karzai says, “We believe Afghanistan needs $15-20bn to reach the stage we were in 1979.” Most outside observers will agree that the amount pledged is insufficient. [Observer, 5/25/2003] Yet even that amount will fall far short of the aid actually given to Afghanistan in subsequent years (see Spring 2003).

    March 14, 2002: British Official Tells Rice that Blair Supports Regime Change in Iraq
    Sir David Manning, the British prime minister’s foreign policy adviser, meets with President George Bush’s national security advisor, Condoleezza Rice. In a summary of the meeting written for Tony Blair, Manning says: “We spent a long time at dinner on Iraq. It is clear that Bush is grateful for your support and has registered that you are getting flak. I said that you would not budge in your support for regime change but you had to manage a press, a parliament, and a public opinion that was very different than anything in the States. And you would not budge on your insistence that, if we pursued regime change, it must be very carefully done and produce the right result. Failure was not an option.” [United Kingdom, 3/14/2002 pdf file; Daily Telegraph, 3/21/2005; Guardian, 4/21/2005; Los Angeles Times, 6/15/2005] Manning reports that the “big questions” have not been thoroughly considered by the US president. Bush, he notes, “has yet to find the answers… [about] how to persuade international opinion that military action against Iraq is necessary and justified” and how to deal with “what happens on the morning after.” [United Kingdom, 3/14/2002 pdf file; Washington Post, 6/12/2005] With regard to the problem of international opinion, Manning says he suggested to Rice that “[r]enewed refusal by Saddam to accept unfettered inspections would be a powerful argument” in convincing others to support an invasion.     March 22, 2002: British Official Says in Memo that Washington Has Little Evidence To Support Allegations against Iraq
    Peter Ricketts, the British Foreign Office’s political director, offers advice to Foreign Secretary Jack Straw who is to provide Tony Blair with a note (see March 25, 2005) before he sets off for a planned meeting with Bush in Texas. In the memo, Ricketts recommends that Blair back the Bush policy on regime change, in a broad sense, because it would allow the British to exert some influence on the exact shape of the administration’s policy. “In the process, he can bring home to Bush some of the realities which will be less evident from Washington,” he says. “He can help Bush make good decisions by telling him things his own machine probably isn’t.” But he acknowledges that the British, in backing US plans against Iraq, may have a difficult time convincing Parliament and the British public to support the use of military force against Iraq because of scant evidence supporting Washington’s allegations against Iraq. “The truth is that what has changed is not the pace of Saddam Hussein’s WMD programs, but our tolerance of them post-11 September.” He adds that the “figures” being used in a dossier on Iraq that Downing Street is drafting needs more work in order for it to be “consistent with those of the US.” He explains: “[E]ven the best survey of Iraq’s WMD programs will not show much advance in recent years on the nuclear, missile, or chemical weapons/biological weapons fronts: the programs are extremely worrying but have not, as far as we know, been stepped up.” He also says the US has little evidence to support its other allegation. “US scrambling to establish a link between Iraq and al-Qaeda is so far frankly unconvincing,” he says.     April 6-7, 2002: During Visit to Crawford, Blair Tells Bush Britain Will Support US Military Action against Iraq
    British Prime Minister Tony Blair, on a visit to Bush’s ranch in Crawford, Texas [Independent, 2/27/2005] , tells the president that the UK intends to “support military action to bring about regime change.” [Guardian, 5/2/2005; Daily Telegraph, 5/4/2005] But Blair also says that certain conditions will have to be met. He says that efforts will have to be made to “construct a coalition,” “shape public opinion,” and demonstrate that all options to “eliminate Iraq’s WMD through the UN weapons inspectors” have been exhausted. Additionally, the Israeli-Palestinian crisis should be quiescent, he says. [Los Angeles Times, 5/12/2005] At a joint press conference with Bush on the first day of their summit at Crawford, Blair is asked by a reporter if Bush has convinced him “on the need for military action against Iraq” and whether or not regime change “is now the policy of the British government.” Blair does not respond with a direct answer to either of the questions. [United Kingdom, 4/6/2002; US President, 4/15/2002] Also during the summit, the two leaders establish the US-UK Energy Dialogue to “enhance coordination and cooperation on energy issues” (see July 30, 2003) They agree to create a joint working group that will devise a plan to overcome obstacles to “free access” to Gulf oil. The first item on the task list is “a targeted study to examine the capital and investment needs of key Gulf countries….” [Muttitt, 2005]

    British Prime Minister Tony Blair states, “We knew about al-Qaeda for a long time. They were committing terrorist acts, they were planning, they were organizing. Everybody knew, we all knew, that Afghanistan was a failed state living on drugs and terror. We did not act.… To be truthful about it, there was no way we could have got the public consent to have suddenly launched a campaign on Afghanistan but for what happened on September 11.” [London Times, 7/17/2002] In a book released one month later, Clinton’s former National Security Adviser Sandy Berger will similarly state, “You show me one reporter, one commentator, one member of Congress who thought we should invade Afghanistan before September 11 and I’ll buy you dinner in the best restaurant in New York City.” [Miller, Stone, and Mitchell, 2002, pp. 219]

    July 21, 2002: British Document: UK to Back Military Action against Iraq; Legal Pretext Needed for Invasion; US Post-War Plan Insufficient
    The British Cabinet Office issues an eight-page briefing note to prepare officials for an upcoming meeting (see July 23, 2002) on Britain’s role in the United States’ confrontation with Iraq. The paper, titled “Conditions for Military Action,” addresses a number of issues including US invasion and post-war planning, legal justification for the use of military force, and what the US and British hope to achieve through “regime change.” [United Kingdom, 7/21/2002; London Times, 5/2/2005; Newsweek, 6/15/2005]

    British support for use of military force against Iraq - The briefing summarizes the main points of Prime Minister Tony Blair’s April meeting (see April 6-7, 2002) with President Bush, recalling that Blair pledged British support for “military action to bring about regime change” as long as “certain conditions” were met. Blair told Bush that the US and Britain would have to first develop a strategy to build a coalition and “shape public opinion.” Additionally, Britain would prefer that all “options for action to eliminate Iraq’s WMD through the UN weapons inspectors [are] exhausted” and that the Israel-Palestine crisis be quiescent before going to war against Iraq. [United Kingdom, 7/21/2002]

    US objectives in Iraq - The briefing paper reports that US military planners see the removal of Saddam Hussein as the primary objective, to be “followed by [the] elimination of Iraqi WMD [weapons of mass destruction].” The briefing notes that within the British government there are doubts that “regime change,” by itself, would be sufficient to gain control over any WMD present in Iraq. [United Kingdom, 7/21/2002]

    Creating conditions necessary for legal justification - Noting that “US views of international law vary from that of the UK and the international community,” the briefing paper makes it clear that the British government believes “[r]egime change per se is not a proper basis for military action under international law.” Because Blair told Bush in April that the British would support military action against Iraq, it will be necessary develop a realistic political strategy that would involve, among other things, working with the US to create “the conditions necessary to justify government military action.” It is suggested in the briefing note that an Iraqi refusal to cooperate with weapons inspections could help create such conditions. Saddam Hussein would “likely” agree to admit inspectors and allow them to operate freely during the first six months of inspections when UNMOVIC is in the process of establishing a monitoring and verification system. After this point, the briefing notes, Hussein would probably begin limiting cooperating with inspectors. This would likely not occur until January 2003. Another alternative—one that would provide a legal basis for “regime change” much sooner—is that “an ultimatum could be cast in terms which Saddam would reject… and which would not be regarded as unreasonable by the international community.” [United Kingdom, 7/21/2002; London Times, 5/2/2005; Guardian, 5/2/2005; Daily Telegraph, 5/4/2005; Los Angeles Times, 5/12/2005]

    US invasion plan - According to the briefing paper, US military planners seem to favor an invasion plan that would provide a “running start” to the ground invasion. It would consist of “[a]ir strikes and support for opposition groups in Iraq [that] would lead initially to small-scale land operations.” It would likely begin around November 2002 “with no overt military build-up,” followed by the ground invasion that could commence as early as January 2003. The other option under consideration is the “generated start” plan, which would involve a longer build-up. [United Kingdom, 7/21/2002; London Times, 5/2/2005]

    US post-war plan - The briefing paper notes that US “military planning for action against Iraq is proceeding apace” —but with “little thought” to issues such as “the aftermath and how to shape it.” It predicts that a “post-war occupation of Iraq could lead to a protracted and costly nation-building exercise.” The Pentagon’s plans “are virtually silent on this point,” the document notes, warning of the possibility that “Washington could look to [the British] to share a disproportionate share of the burden.” [United Kingdom, 7/21/2002; Washington Post, 6/12/2005]

    July 23, 2002: British Intelligence Chief Says Bush Has Decided on War; ‘Facts… Being Fixed around the Policy’
    Top British officials attend a meeting to discuss the UK’s potential role in the Bush administration’s confrontation with Iraq. According to the minutes of the meeting, transcribed by Matthew Rycroft, Sir Richard Dearlove, head of the British intelligence service, MI6, says that during his last visit (see July 20, 2002) to Washington he noticed a “perceptible shift in attitude. Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and [weapons of mass destruction]. But the intelligence and the facts were being fixed around the policy.” Furthermore, he states, Bush’s National Security Council indicated it “had no patience with the UN route, and no enthusiasm for publishing material on the Iraqi regime’s record.” He also noted that there “was little discussion in Washington of the aftermath after military action.” [United Kingdom, 7/23/2002; Salon, 5/6/2005; Los Angeles Times, 5/12/2005] Foreign Minister Jack Straw appears to agree with Dearlove’s assessment, saying that it seems clear that President Bush has already decided on using military force to depose Saddam Hussein. But Straw notes that the Bush administration’s case against Saddam was “thin.” The Iraqi leader “was not threatening his neighbors, and his WMD capability was less than that of Libya, North Korea, or Iran,” the minutes say, summarizing his remarks. [Guardian, 5/2/2005; Los Angeles Times, 5/12/2005] There is no indication in the minutes that anyone present at the meeting disputed Dearlove’s or Straw’s observations. [United Kingdom, 7/23/2002] Furthermore, the account provided by the intelligence official and Straw are corroborated by a former senior US official who is later interviewed by Knight Ridder. It is “an absolutely accurate description of what transpired,” the official will say. [Knight Ridder, 5/2/2005] Straw proposes that the next step would be to “work up an ultimatum to Saddam to allow back in the UN weapons inspectors,” which “would also help with the legal justification for the use of force.” [Guardian, 5/2/2005; Los Angeles Times, 5/12/2005] Britain’s attorney general, Lord Peter Goldsmith, warns that “the desire for regime change [is] not a legal base for military action,” the minutes say. But Blair says that “it would make a big difference politically and legally if Saddam refused to allow in the UN inspectors.” [Los Angeles Times, 5/12/2005] Finally, the officials agree that the British government “should continue to work on the assumption that the UK would take part in any military action” but “not ignore the legal issues.” [Guardian, 5/2/2005] The minutes do not provide any indication that officials discussed how war might be avoided. [Salon, 6/10/2005] The minutes of this meetings will be revealed by the British Sunday Times three years later (see May 1, 2005). Commonly referred to as the “Downing Street Memo,” the minutes will re-spark the controversy over politicized intelligence.

    (Early August 2002): Bush and Blair Discuss Plans to Depose Hussein
    British Prime Minister Tony Blair and US President George Bush discuss over the phone their intention to topple Saddam Hussein’s government. An unnamed White House official who later reads the transcripts of the 15-minute phone call will explain to Vanity Fair that it was clear from their conversation that the decision to invade Iraq had already been made. The magazine reports in April 2004: “Before the call, the official says, he had the impression that the probability of invasion was high, but still below 100 percent, Afterward, he says, ‘it was a done deal.’” [Vanity Fair, 5/2004, pp. 284 Sources: Unnamed White House official]

    September 7, 2002: President Bush and British Prime Minister Blair Make Inaccurate Statements during Press Conference
    During a joint press conference with US President George W. Bush and British Prime Minister Tony Blair, the two leaders make two factually incorrect statements, which are quickly contested by experts.

    • Tony Blair states, “We only need to look at the report from the International Atomic Agency [IAEA] this morning showing what has been going on at the former nuclear weapons sites to realize that” Saddam is a real threat. [US President, 9/16/2002] But no such report exists. [Washington Times, 9/27/2002] What Blair is actually referring to is a set of commercial satellite photographs showing signs of new construction at a site the US had bombed in 1998. [MSNBC, 9/7/2002; Guardian, 9/9/2002; Associated Press, 9/10/2002] That same day, Mark Gwozdecky, a spokesman for the UN agency, says the agency had drawn no conclusion from those photographs. [MSNBC, 9/7/2002] On September 9, the Guardian of London will report that according to “a well-placed source” the photographs do not support Blair’s statement. “You cannot draw any conclusions,” the source explains. “The satellites were only looking at the top of a roof. You cannot tell without inspectors on the ground.” [Guardian, 9/9/2002] The following day, Hans Blix, head of UNMOVIC, will similarly tell reporters: “… satellites don’t see through roofs. So we are not drawing conclusions from them. But it would be an important element in where, maybe, we want to go to inspect and monitor.” [Associated Press, 9/10/2002; Globe and Mail, 9/11/2002]
    • Bush asserts, “I would remind you that when the inspectors first went into Iraq and were denied—finally denied access [in 1998], a report came out of the Atomic—the IAEA that they were six months away from developing a weapon,” adding, “I don’t know what more evidence we need.” [US President, 9/16/2002; Washington Times, 9/27/2002] But Bush’s statement is quickly refuted by an MSNBC news report published later that day, which includes an excerpt from the summary of the 1998 IAEA report Bush cited. The summary reads, “ased on all credible information available to date… the IAEA has found no indication of Iraq having achieved its program goal of producing nuclear weapons or of Iraq having retained a physical capability for the production of weapon-useable nuclear material or having clandestinely obtained such material.” [MSNBC, 9/7/2002] The text of the actual report, authored by IAEA Director-General Mohamed ElBaradei, reads: “There are no indications that there remains in Iraq any physical capability for the production of weapon-usable nuclear material of any practical significance.” [Washington Times, 9/27/2002] When confronted by MSNBC reporters on this point, an unnamed senior White House official states, “What happened was, we formed our own conclusions based on the report.” [MSNBC, 9/7/2002] Later, when The Washington Times presses Deputy Press Secretary Scott McClellan for an explanation, he says, “[Bush is] referring to 1991 there. In ‘91, there was a report saying that after the war they found out they were about six months away.” But this too is challenged by Mr. Gwozdecky, spokesman for the UN agency, who says that no such report was ever published by the IAEA in 1991. Apparently the President’s accusations are based on two news articles that were published more than a decade ago—“a July 16 [2001] story in the London Times by Michael Evans and a July 18 [2001] story in the New York Times by Paul Lewis.” But as The Washington Times notes, “Neither article cites an IAEA report on Iraq’s nuclear-weapons program or states that Saddam was only six months away from ‘developing a weapon’—as claimed by Mr. Bush.” Instead the two news articles reported that at that time, UN inspectors had concluded that Iraq was only six months away from the large-scale production of enriched uranium. He says he hopes that UN chief weapons inspector Hans Blix will turn up enough evidence to declare Iraq in breach of its UN obligations under UN Security Council Resolution 1441.     Britain urges the Bush administration to hold off its planned invasion of Iraq. A senior Whitehall source tells the Telegraph of London, “The Prime Minister has made it clear that, unless there is a smoking gun, the inspectors have to be given time to keep searching.” Britain’s softening on its position towards Iraq is attributed to the acknowledgement among its ministers and senior officials that there is no legal case for using military action against Iraq.     The British Defense Intelligence Staff Agency (DIS) completes a classified study which concludes that Saddam Hussein and Bin Laden’s earlier attempts to collaborate had “foundered” due to ideological differences. The report says: “While there have been contacts between al-Qaeda and the regime in the past, it is assessed that any fledgling relationship foundered due to mistrust and incompatible ideology.” Osama bin Laden’s objectives, notes the report, are “in ideological conflict with present day Iraq.” The top secret report is sent to Prime Minister Tony Blair and other senior members of his government.     US President George Bush and British Prime Minister Tony Blair meet at the White House to discuss Iraq. Blair presses Bush to seek a second UN resolution that would provide specific legal backing for the use of force against Iraq. According to the minutes of the meeting, Bush says that “the diplomatic strategy [has] to be arranged around the military planning” and that the “US would put its full weight behind efforts to get another resolution and would ‘twist arms’ and ‘even threaten.’” But if such efforts fail, Bush is recorded saying, “military action would follow anyway.” Bush also tells Blair that he hopes to commence military action on March 10. Blair does not demur and offers Britain’s total support for the war, saying that he was “solidly with the president and ready to do whatever it took to disarm Saddam.” Notwithstanding, he insists that “a second Security Council resolution would provide an insurance policy against the unexpected, and international cover, including with the Arabs.” According to Bush, the question that needs to be addressed is what should they cite as evidence that Iraq is in breach of his obligations under UN Resolution 1441.     Robin Cook meets with Tony Blair and has the “most revealing” discussion about Saddam’s alleged weapons arsenal. During the exchange Blair essentially acknowledges that Saddam does not have weapons of mass destruction that could be used against his enemies like the US or Britain. [Sunday Times (London), 10/5/2003] Cook says to Blair: “It’s clear from the private briefing I have had that Saddam has no weapons of mass destruction in a sense of weapons that could strike at strategic cities. But he probably does have several thousand battlefield chemical munitions.     March 26, 2003: British Attorney General Warns Prime Minister that Occupying Powers in Iraq Cannot Legally Impose ‘Major Structural Economic Reforms’
    British Attorney General Lord Goldsmith warns Prime Minister Tony Blair in a memo that any measures taken in Iraq by the occupying powers not related to the issue of security would be unlawful without an additional security council resolution. “My view is that a further security council resolution is needed to authorize imposing reform and restructuring of Iraq and its government,” Lord Goldsmith writes. “The government has concluded that the removal of the current Iraqi regime from power is necessary to secure disarmament, but the longer the occupation of Iraq continues, and the more the tasks undertaken by an interim administration depart from the main objective, the more difficult it will be to justify the lawfulness of the occupation.” He says that attempts to implement “wide-ranging reforms of governmental and administrative structures,” change the status of public officials or judges except in exceptional cases, or “the imposition of major structural economic reforms would not be authorized by international law.” Goldsmith also expressed this opinion orally during a cabinet meeting.     February 26, 2004: British Whistleblower Free after Government Refuses to Reveal Information Necessary for Prosecution
    Katharine Gun, who leaked an NSA memo to the British press in February 2003 that revealed the existence of an elaborate US plan to “bug” UN delegates (see January 31, 2003), is arrested and charged with violating the Official Secrets Act for giving a copy of the memo to the press. Gun was a translator for British intelligence, who worked at the Government Communications Headquarters (GCHQ) before losing her job over the leak in June. Gun does not dispute leaking the memo, instead calling it “justified.” Any leaks she made exposed “serious illegality and wrongdoing on the part of the US Government,” she says, and were made to prevent “wide-scale death and casualties among ordinary Iraqi people and UK forces.” [BBC, 11/13/2003] Gun has had the support of a wide array of antiwar and civil rights activists, led in the US by actor Sean Penn and activist Jesse Jackson, who signed a statement shortly before her court appearance praising her as a whistleblower. [Observer, 1/18/2004] The British government decides to drop the charges against her. No official explanation for this is forthcoming, though it may have been precipitated by the defense’s intent to argue that Gun leaked to the media in order to save lives from being lost in a war, an argument that would cause political damage to the government. Liberty spokeswoman Shami Chakrabarti says the decision to charge Gun may itself have been politically motivated, perhaps to cow future whistleblowers, and observes, “One wonders whether disclosure in this criminal trial might have been a little too embarrassing.” Sir Menzies Campbell, the Liberal Democrats’ foreign affairs spokesman, says the reason for dropping the charges might be to keep the Attorney General’s legal advice for war with Iraq a secret. Prosecutor Mark Ellison merely tells the court, “There is no longer sufficient evidence for a realistic prospect of conviction. It would not be appropriate to go into the reasons for this decision.” The only thing needed for a successful prosecution under the Official Secrets Act is for the prosecution to show that Gun is covered by the act, which she is, and that she revealed information covered by the Act, which she has admitted. Gun’s lawyer, James Webb, calls the prosecution’s excuse “rather lame.” [BBC, 11/13/2003; Evening Standard, 2/25/2004] Gun says that leaking the NSA memo was “necessary to prevent an illegal war in which thousands of Iraqi civilians and British soldiers would be killed or maimed.… I have only ever followed my conscience.” [ZNet, 12/28/2005] A month before the court proceedings, the New York Times’s Bob Herbert writes in defense of Gun, “We are not talking about a big-time criminal here. We are not talking about someone who would undermine the democratic principles that George W. Bush and Tony Blair babble about so incessantly, and self-righteously, even as they are trampling on them. Ms. Gun is someone who believes deeply in those principles and was willing to take a courageous step in support of her beliefs. She hoped that her actions would help save lives. She thought at the time that if the Security Council did not vote in favor of an invasion, the United States and Britain might not launch the war.” [New York Times, 1/19/2004] And just days before the court proceedings begin, liberal columnist Molly Ivins wrote, “…Gun may be sentenced to prison for doing precisely what we all hope every government employee will try to do: Prevent the government from committing an illegal and immoral act.     July 3, 2004: London-based Islamist Approves Killing of British Troops in Iraq, Assassination of Prime Minister, but Authorities Take No Action
    When asked whether British troops can properly be targeted in Iraq under British law, London-based Islamist Mohammed al-Massari replies, “British soldiers are reasonable targets for Iraqis and those joining the camp of the Iraqis.” Al-Massari, who runs the Committee for Defense of Legitimate Rights, adds that Prime Minister Tony Blair is a legitimate target: “[The Prime Minister] is not a non-combatant. He is Tony Blair, the commander of the army.” Although it is an offence carrying a 10-year jail term to incite terrorism abroad, no action is apparently taken against al-Massari for these statements. [BBC, 7/3/2004] Al-Massari helped set up a communications link for Osama bin Laden in the mid-1990s (see 1994) and ran a radio station and website that glorified Islamic extremist violence (see (2004 and After)).

    March 25, 2005: British Foreign Minister: No Evidence of Imminent Threat, No Guarantees that Post-War Iraq Will Be Better
    In a memo to British Prime Minister Tony Blair, Foreign Secretary Jack Straw advises the prime minister on his upcoming visit to Crawford, Texas (see April 6-7, 2002), where he is to discuss Britain’s role in the US confrontation with Iraq. Straw says that they “have a long way to go to convince” their colleagues in the Labor Party that military action against Iraq is necessary. He notes that “in the documents so far presented, it has been hard to glean whether the threat from Iraq is so significantly different from that of Iran and North Korea as to justify military action.” He points out that “there has been no credible evidence to link Iraq with [Osama bin Laden] and al-Qaeda” and that “the threat from Iraq has not worsened as a result of September 11.” Another issue that needs to be resolved, according to Straw, concerns establishing a legal basis for military action. “I believe that a demand for the unfettered readmission of weapons inspectors is essential, in terms of public explanation, and in terms of legal sanction for any subsequent military action.” The “big question,” Straw notes, which seems “to be a larger hole in this than anything,” is that the Bush administration has not “satisfactorily answered how that regime change is to be secured, and how there can be any certainty that the replacement regime will be better.     In an interview with Britain’s Channel 4 television, British Prime Minister Tony Blair, insists his country has no intention of invading Iran. “I’ve got no intention of bombing their nuclear installations or anything else,” Blair says. [Islamic Republic News Agency, 5/4/2005]

    June 7, 2005: Reporter Asks Bush and Blair if Pre-War Intelligence Was ‘Fixed’; Bush Avoids Answering Question
    During a joint press conference with President Bush and British Prime Minister Tony Blair, a Reuters reporter asks both leaders whether comments made by Sir Richard Dearlove, recorded in the minutes of a July 23 British cabinet meeting (see July 23, 2002), were accurate. According to the minutes, Dearlove said that the “intelligence and the facts were being fixed around the policy [of regime change].” Responding to the question, Blair insists that the facts were not fixed “in any shape or form at all.” Bush’s response, however, does not answer the question. Instead, he addresses another issue that was raised by the Downing Street minutes. The minutes, along with several other recently published Downing Street documents, called into question the Bush administration’s claim that the decision to use military force against Iraq did not take place until shortly before the invasion began. In his response to the reporter’s question, Bush chooses to discuss this issue instead. “And somebody said, ‘Well, you know, we had made up our mind to go to use military force to deal with Saddam.’ There’s nothing farther from the truth… [Saddam Hussein] made the decision.” Significantly, neither Bush nor Blair, in their responses, attempt to challenge the authenticity of the memo.     July 22, 2005: British Police Kill Innocent Brazilian
    Brazilian Jean Charles de Menezes, 27, is shot seven times in the head and once in the shoulder at Stockwell Tube station, south London. Police had mistaken him for a suicide bomber. Stockwell passenger Mark Whitby describes the scene: “One of them was carrying a black handgun - it looked like an automatic - they pushed him to the floor, bundled on top of him and unloaded five shots into him.” [BBC, 7/22/2005] Initial reports indicate that de Menezes was challenged and refused to obey an order to stop. Metropolitan Police Commissioner Sir Ian Blair says the shooting is “directly linked” to the ongoing London bombs inquiry and manhunt spurred by the previous day’s attempted terror attacks (see July 21, 2005). Other early reports say that de Menezes was wearing a heavy coat despite the fact that it was a very warm day, had vaulted the barrier, and attempted to run onto a Tube train. Later reports contradict all of these claims. In addition, police claim that there is an absence of CCTV footage of the pursuit and shooting. The Independent Police Complaints Commission investigation following the shooting is able to establish a probable timeline of events. A police surveillance team was assigned to monitor the Tulse Hill area where de Menezes lived, as evidence linked it to the July 21 attacks. Upon exiting the building on the day of the shooting, de Menezes was identified as a possible suicide bomber by the surveillance unit and followed to the Tube station. The police were under strict orders not to allow any potential bombers on to a train and so a quick decision was made to perform an armed “hard stop.” The unarmed surveillance officers subsequently had to call in an armed response team. By the time the armed unit arrived, de Menezes, wearing a light denim jacket, had paid for his Tube travel and was walking down towards the train. Eyewitnesses described men leaping the barriers and rushing down the stairs towards the same area. Other witnesses put other possible plainclothes officers on the train, searching for the suspect. Once de Menezes had been spotted, the officers, out of radio contact with their superiors on the surface, made their decision quickly. New training had advised officers that it was crucial not to allow a suspect any time to detonate a device and that shots to the chest could cause a bomb to explode. This training instructed officers to wear plain clothes, not identify themselves until the last possible moment, and to aim for the head. The officers in the Tube station chased de Menezes on to the train, pinned him down and shot him. [Guardian, 8/14/2005] Prime Minister Tony Blair says he is “desperately sorry” about the shooting and expresses Britain’s “sorrow and deep sympathy” to the de Menezes family. He also says the police must be supported in doing their job. London Mayor Ken Livingstone says, “Consider the choice that faced police officers at Stockwell last Friday - and be glad you did not have to take it.” The de Menezes family retain legal counsel and consider suing Scotland Yard.     March 1, 2007: ’Iraq Effect’ Worsening Terrorism Around World, Says Report
    A report by the Center on Law and Security (CLS) finds that the “Iraq effect” is costing lives around the world. The report finds that the Iraq occupation is directly to blame for an upsurge in fundamentalist violence worldwide. It finds that the number killed in jihadist attacks around the world has risen dramatically since the Iraq war began in March 2003, comparing the period between 9/11 and the invasion of Iraq with the period since the invasion. The count—excluding the Arab-Israel conflict—shows the number of deaths due to terrorism rose from 729 to 5,420. Iraq has served as the catalyst for a ferocious fundamentalist backlash, according to the study, which says that the number of those killed by Islamists within Iraq rose from 7 to 3,122. A similar rise in attacks has occurred in Afghanistan, Chechnya, in the Kashmir region between India and Pakistan, and throughout Europe. Both President Bush and British Prime Minister Tony Blair insist that the opposite is true. Bush has said, “If we were not fighting and destroying the enemy in Iraq, they would not be idle. They would be plotting and killing Americans across the world and within our borders. By fighting these terrorists in Iraq, Americans in uniform are defeating a direct threat to the American people.” Blair insists that the Iraq war was not been responsible for Muslim fundamentalist attacks such as the 7/7 London bombings which killed 52 people (see July 7, 2005). “Iraq, the region and the wider world is a safer place without Saddam,” Blair said in July 2004.     March 12, 2007: Former Chief UN Weapons Inspector Says British Government Embellished Intelligence on Iraq
    The British government embellished intelligence used to justify the decision to invade Iraq in 2003, according to Hans Blix, the former UN chief weapons inspector. Blix, who led the UN search for weapons of mass destruction in Iraq until June 2003, says a later discredited dossier on Iraq’s weapons programs had deliberately embellished the case for war. Tony Blair’s government published a dossier before the invasion that claimed Saddam Hussein had stockpiles of chemical and biological weapons and could deploy some within 45 minutes, but the dossier turned out to be riddled with errors and deliberate falsehoods. Blix says, "I do think they exercised spin. They put exclamation marks instead of question marks." Blix says that as a result, Blair and Bush had "lost a lot of confidence" once failures in intelligence were exposed. Britain’s dossier on Iraq’s supposed possession of weapons of mass destruction was criticized by a 2004 official British inquiry into intelligence on Iraq. Though the inquiry’s head, Lord Butler, did not fault Blair’s government, he criticized intelligence officials for relying in part on “seriously flawed” or "unreliable" sources. Butler’s review concluded that the dossier, which helped Blair win the support of Parliament to join the US in the conflict, had pushed the government’s case to the limits of available intelligence and left out vital caveats. Blix says that if UN inspectors had been allowed to carry out inspections "a couple of months more," intelligence officials would likely have drawn the eventual conclusion that Iraq had no weapons stockpiles and that their sources were providing poor quality information.     May 9, 2007: Two British Men Found Guilty of Leaking Internal Security Memo
    Two British men are found guilty of leaking a secret memo about talks between President Bush and British Prime Minister Tony Blair. David Keogh, a a communications officer at the Cabinet Office, is found guilty of two offenses under Britain’s Official Secrets Act, and Leo O’Connor, a researcher for then-member of parliament Anthony Clarke, is found guilty of one offense under the same law. [BBC, 9/5/2007] The memo recorded talks held in the Oval Office between Bush and Blair on April 16. 2004 about the Iraq occupation. Prosecutors claimed during the trial that publication of the document could have cost British lives because of its details about troop movements within Iraq; however, few details of the "highly sensitive" memo have ever been made public. One of the details that has been made public is Bush’s suggestion that allied forces bomb the offices of Arab television network Al Jazeera, a suggestion that many experts and observers have found, in the words of reporter Sarah Lyall, "shocking." At the time, the White House dismissed the reports about Bush and Al Jazeera as "outlandish," and a Blair spokesman said, "I’m not aware of any suggestion of bombing any Al Jazeera television station." [New York Times, 7/12/2006] The jury for the trial has been abjured to remain quiet about what they learned in the courtroom. Keogh originally passed a copy of the classified memo to O’Connor, who passed it along to his boss, Clarke, who is strongly against the war. After receiving the memo, Clarke called the police. O’Connor calls some of the statements in the four-page memo "embarrassing [and] outlandish," and says he never intended to send copies of the memo to newspapers or other members of parliament. Keogh’s lawyer, Rex Tedd, told the court that his client "acted out of conscience" and not for any political motivation. "No doubt, he did so misguidedly and he did so in a way which was likely to cause damage." [BBC, 9/5/2007]
