From what I've been able to understand, they were running a drill to cover exactly what happened, where it happend, at the same time it actually happened. I Think the entire crew just happened to be there including any helpers.
If I'm wrong, please correct me.
i wonder how any of us would react if they were holding a drill at the airport/subway/building where we happened to be at the time and we knew what was gonna happen.
it could happen like you see some FEMA guys who are putting on bomb suits, and you ask them what's going on, and they say "it's a drill". i would scream bloody murder and tell everyone to get out of the place.
look at the film "ludicrous diversions - 77 bombing diversions documentary". (google video).
the guy that was in charge of the drills, even blew it as he went in front of a TV camera in the afternooon, and commented on how surprised they all were, as exactly at the places where they were ready to drill...they got hit.
