Maybe it's the opposite of the bat signal. Instead of Commissioner Gordon sending up the bat signal for Batman, the Jester or "Joker" is sending up a signal for the "Illuminati".

It's also a symbol well associated with U.S. currency, maybe it's supposed to represent the almighty buck?

Well the jester is standing next to big buisness and since the Eye is the same eye that appears on the dollar, could mean big buisness has control over economics with this Admin in office.
