From the BBC (http://news.bbc.co.uk/2/hi/middle_east/4816738.stm):

Fatah stays out of Hamas cabinet
The Fatah movement of the Palestinian Authority President, Mahmoud Abbas, has refused to join a government being formed by Hamas. Fatah spokesman Azzam al-Ahmad said weeks of talks on Hamas' political programme had failed.

Fatah, which lost elections in January, had wanted Hamas to recognise previous Palestinian agreements with Israel. Hamas leaders said this would mean accepting the Israeli occupation of Palestinian land.

From the NYT (http://www.nytimes.com/2006/03/17/international/middleeast/17cnd-mideast.html?ex=1300251600&en=9eec5adc66c566c5&ei=5088&partner=rssnyt&emc=rss):

Hamas Would Keep Fatah Out of Palestinian Cabinet
The leaders of the Islamic group Hamas said today that it would propose a new Palestinian cabinet consisting of Hamas and independent figures, with the participation of no other party. Hamas said it expected to give the list to the Palestinian president, Mahmoud Abbas, on Saturday after Mr. Abbas's Fatah faction announced, as expected, that it would not participate.

Mr. Abbas may yet reject the new government's program, because it does not explicitly acknowledge the validity of past agreements between Israel and the Palestine Liberation Organization or support negotiations with Israel. But it is not clear what consequences such a rejection would have in an untested political situation for the Palestinians.
