NEW YORK - An executive who played a major role in repairing the World Trade Center after it was bombed in 1993 was appointed Tuesday to oversee construction of the memorial to the Sept. 11 victims.

William H. Goldstein will be the executive vice president of construction for the World Trade Center Memorial Foundation, which is responsible for raising the money for the $490 million memorial and building and operating it.

The memorial, scheduled to open in 2009, will include two reflecting pools framed by the names of the victims, an outdoor plaza and oak trees. Groundbreaking is set for the spring.

Goldstein was chief of the city's School Construction Authority for the past three years, overseeing a $13 billion capital plan. Before that, he was deputy executive director for capital programs for the trade center's owner, the Port Authority of New York and New Jersey.

He played a major role in the restoration of the parking garage and other damaged parts of the trade center after the 1993 truck bombing that killed six people and injured 1,000.
