A federal judge in Washington ruled Tuesday that the government is properly holding two Guant?namo detainees as enemy combatants, the first clear victories for the Bush administration in what are expected to be more than 200 similar cases.

U.S. District Judge Richard J. Leon's decision came after he decided last month in a separate case that five Algerians had been held unlawfully at the detention center in Guant?namo Bay, Cuba.

That case had been the only one to reach a full court hearing after a ruling by the Supreme Court in June that said Guant?namo detainees have a constitutional right to challenge their detention in habeas corpus cases.

Tuesday's cases involved Moath Hamza Amhed Al Alwi of Tunisia and Hisham Sliti of Yemen. Both men were captured in Afghanistan, where prosecutors say they stayed with al Qaeda supporters.

Lawyers for both men said they were considering appeals.
