A.P. Finds 9-11 Thefts Went Unpunished

It's probably no surprise that there were cases of fraud and theft in the aftermath of the 9-11 attacks. What may be surprising is that even when authorities knew about thefts, they sometimes didn't go after the thieves.
Once secret F.B.I. documents obtained by The Associated Press show the F.B.I. investigated a Minnesota company in the theft of 45 tons of donated water, clothing, tools and generators. But the case was dropped after investigators also found that an F.B.I. agent had pilfered a crystal globe from Ground Zero.
Two whistleblowers who tipped the F.B.I. to the alleged thefts lost their jobs at Kieger Enterprises and got death threats after going to the agency. Formally, the government will only say it doesn't know why the thefts were never prosecuted.
